Overview of the Open Network for Digital Commerce (ONDC)

The Open Network for Digital Commerce (ONDC) is an ambitious initiative aimed at transforming India’s e-commerce landscape by promoting inclusivity, supporting small businesses, and facilitating seamless digital transactions. Launched in April 2022 by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce, ONDC operates on an open-source platform that allows transactions between buyers and sellers across different platforms. The goal is to democratize e-commerce, shifting from a centralized, platform-dominant model to an open, network-driven ecosystem.

ONDC is structured as a non-profit Section-8 company with a capital base of ₹500 crore, receiving contributions from public and private banks. With its open architecture and standardized APIs, the platform fosters interoperability between various participants, including sellers, buyers, logistics providers, and technology enablers. This decentralization ensures smoother, more efficient transactions.

Core Objectives

The initiative seeks to diminish the dominance of major e-commerce players, promote wider participation from diverse sectors, and enhance accessibility for small businesses, women entrepreneurs, and marginalized groups, including SC/STs. ONDC’s design aims to bring down customer acquisition and transaction costs while ensuring fair competition and a broader range of options for consumers.

Furthermore, ONDC serves to break down regional and linguistic barriers, extending its reach to underserved markets, and ensuring equal opportunities for vendors from all parts of India.

How It Works

ONDC’s decentralized system relies on open protocols, enabling seamless interaction among buyers and sellers, regardless of the platform they use. The roles in the ecosystem are well-defined, including buyer apps, seller apps, logistics providers, and technology enablers, making it easier to manage and track transactions.

Key Achievements

The initiative, initially tested in Bengaluru and Delhi, has now expanded its scope into areas like health, beauty, mobility, and agriculture. Additionally, the MSME-TEAM initiative, which runs until 2027, focuses on onboarding 5 lakh MSMEs, with half of them being women-owned businesses. The initiative has garnered recognition, including awards such as "Start-up of the Year" at the 14th India Digital Awards and "Tech Disruptor" in 2024.
